Job Summary

 

Monitors all Title I and federal program initiatives to ensure programmatic and fiscal compliance with all federal, state and local laws, policies and procedures, consistent with federal requirements, No Child Left Behind (NCLB) and the Elementary and Secondary Education Act (ESEA) Waiver.

 

Essential Functions

1. Assists school principals and project staff in planning and developing individual Title I school budgets and program component budgets.

2. Assists the Executive Director of Federal Programs and Title I Fiscal Supervisor in planning, developing, and preparing the annual project application, revisions, and amendments for Title I related files.

3. Assists in coordinating documentation retrieval; drafting responses to internal and external audits, such as monitoring through the State of Florida; performing uploads of documentation on the dedicated monitoring website; and assists auditors in response to Title I program inquiries.

4. Evaluates Title I program components and identifies patterns of non-allowable expenditures at the school level. Ensures resource development through Professional Development training and communication with Principals and Bookkeepers.

5. Collaborates with the Fiscal Supervisor in reviewing budgets, district initiatives, spending patterns, and process improvements.

6. Monitors fiscal transactions and maintains up-to-date records for all federal compensatory education projects, including Title I School wide Projects (SWP), Title I School Improvement grants and any others awarded to the district.

7. Prepares contracts for professional services such as consultants, third party providers, and nonpublic initiatives.

8. Assists eligible public and charter school principals and staff in planning and developing individual Title I School-wide Project/School Improvement Plans which meet federal requirements and district priorities.

9. Creates resource guides, manuals, procedures, and checklists. Distributes to schools and district offices (Parent Involvement, Pre-K, Administrative staff) to ensure that all Title I program activities are meeting regulatory requirements. Ensures that documentation related to these activities is housed in a centralized site.

10.Attends National and Florida technical conferences, assimilates information, and delivers presentations of technical assistance content to impacted staff.

11.Performs other duties as assigned. 

 

 

Qualifications

 

Education:  Bachelor’s degree from an accredited college or university.  Master’s degree preferred.

 

Experience:  Minimum three (3) years of experience in fiscal and/or program management.  Demonstrated ability to implement program management systems that will facilitate school improvement and program accountability.  Demonstrated ability to manage instructional technology planning and program fiscal affairs.  Experience in federal programs.

 

Certifications & Licenses: Florida Department of Education in certification in Administration and/or Supervision or Educational Leadership preferred.
