Job Summary
Manages substitute staffing process and monitors vendor contract. Oversees and manages file room processes, procedures, and security. Oversees and manages fingerprinting, background results, and E-Verify processes. Designs and supervises employee records maintenance functions in Employee Support.
Essential Functions
1. Supervises and trains assigned staff, conducts performance appraisals, makes employment and discipline recommendations, and coordinates work assignments. 2. Evaluates, analyzes, and oversees substitute contract and maintenance of substitute tracking systems through vendor. 3. Updates documentation, staffing guidelines, and procedures for substitute vendor. 4. Generates, reviews, and analyzes substitute and employee absence trends and provides recommendations for improvement processes. 5. Processes, reconciles, and approves payment of substitute staffing invoices. 6. Oversees file room operations and maintenance of files. Ensures laws and statutes for personnel records and public records laws are followed. Generates and analyzes employee lists to ensure all files are in compliance and accounted for. 7. Processes, reconciles, and approves payment of fingerprinting and background checking invoices. 8. Oversees the processing and compliance of the E-Verify program. 9. Supervises the preparation of experience and employment verification forms for both current and former employees. 10. Organizes the processing and required training for district athletic coaches. 11. Performs other duties as assigned.
Qualifications
Education: Bachelor’s degree from an accredited college or university. Master’s degree preferred.
Experience: Three (3) years’ experience in school administration or Human Resources. Experience in staffing and recruiting preferred.

• Thorough knowledge of laws, regulations and policies related to applicant fingerprinting and background checks • Knowledge of Human Resource related laws, regulations, policies, and collective bargaining agreements • Knowledge of Human Resources principles, practices, procedures, methods and theories • Knowledge of laws, regulations and policies related to personnel file management • Strong supervisory management skills • Strong oral, written, and interpersonal communication skills • Strong word processing, spreadsheet, and presentation software skills • Strong Human Resource Information Systems skills (SAP preferred) • Ability to communicate requirements for the support and maintenance of the substitute automated management • Ability to interpret union contracts • Ability to design workflows and procedures • Ability to manage team activities • Ability to implement continuous improvement processes
