KIND OF WORK:   This is technical work in the inspection of contracted school facility maintenance projects for compliance with contract requirements, scope of work, and school district policies.  Work requires knowledge of contracts negotiated with providers for facility maintenance services for the school district for such items as custodial services, solid waste management, landscape maintenance, elevator maintenance, retention pond maintenance, and the installation and maintenance of miscellaneous items such as marker boards, blinds, lockers, ceiling tile, etc.  Work requires knowledge of applicable safety and code requirements as well as skill in determining work performance.  Contacts with others require skills in understanding and influencing people, which are important in overseeing the work of contractors to insure contract compliance and in conducting evaluation conferences.  Work is performed in both office and field environment where there are some risks and hazards, but they are known, somewhat predictable and controllable.  The inspector must be able to operate a motor vehicle, standard office equipment, and measuring devices.  The physical demands consist of driving, sitting, standing, stooping, bending, walking, and lifting objects up to fifty (50) pounds.  Work is performed under limited supervision where the work assignments are subject to established procedures, practices, precedents, methods, techniques and well-defined policies, the worker plans and organizes the work, and determines own priorities, and the work is reviewed, usually after the fact, in terms of quality, timeliness, and adherence to established methods and policies.

 

EXAMPLES OF WORK:   (not intended to be all inclusive)

  • Inspects the work of contractors working on school facility maintenance projects for compliance with contract requirements, scope of work, and school district policies.  
  • Reviews facility maintenance contracts for the purpose of gaining knowledge of what is required for contract compliance.
  • Determines project status and estimates projected cost overruns and completion dates.
  • Serves as liaison between the Facilities Maintenance Department and the contractor and notifies the appropriate administrator of any issues of non-compliance.
  • Conducts final physical inspections to ascertain work is completed in accordance with the contract.
  • Uses specifications, drawings, measuring devices and other items to determine requirements and adherence to standards.
  • Prepares and maintains correspondence, reports and inspection records.
  • Researches and makes recommendations for adjustments to contracts and bids.
  • Prepares and submits appropriate paperwork for payment to contractors.
  • Operates a personal computer using word processing and spreadsheet applications.
  • Operates a motor vehicle.
  • Performs related work as required. 

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of Duval County Public Schools and district work sites.
  • Knowledge of applicable safety and Federal, State and Local Code requirements.
  • Ability to read, comprehend and apply the provisions of facility maintenance service contracts.
  • Ability to inspect contract work with regard to facility maintenance service contracts and report findings.
  • Ability to monitor and evaluate work performance in accordance with the scope, time, and cost projections for projects.
  • Ability to provide feedback and recommendations for amendments to bid specifications.
  • Ability to operate measuring devices and other equipment and tools used to inspect projects.
  • Ability to prepare and maintain correspondence, reports and inspection records.
  • Ability to communicate effectively, orally and in writing.
  • Ability to perform basic mathematical calculations.
  • Ability to establish and maintain effective working relationships.
  • Ability to operate personal computers and use word processing and spreadsheet applications.
  • Ability to operate a motor vehicle. 

OPEN REQUIREMENTS:  A four year combination of education, training and experience in the administration, enforcement, and/or inspection of contracted work, preferably in facility maintenance projects.  Related work in scheduling and supervising facility maintenance functions, estimating and projecting work requirements, or developing bid specifications for such work may substitute for the required experience for up to three years of the required experience.  Must be able to read, write and speak English.  May be required to furnish and operate an automobile in good condition for use in School District business for which mileage compensation will be paid.

 

LICENSING/CERTIFICATION/REGISTRATIONA valid Florida Driver’s License is required prior to appointment and must be maintained during employment in this class.
