Job Summary

 

Conducts inspections of Public School facilities to ensure that existing or potential safety hazards of all types are detected and reported.  Recommends corrective action in accordance with minimum safety and fire safety standards, in accordance with established regulations or the Duval County School Board, State Board of Education, City Ordinances and State Statutes.  Conducts follow up inspections to confirm that necessary corrections have been made. 

 

 Essential Functions

1.    Inspects schools and administrative buildings for safety and fire hazards in accordance with local and state regulations, ordinances and statutes, and make recommendations for corrections of identified hazards.

2.    Reviews blueprints for new construction and renovations for compliance with safety standards and regulations; consults with construction inspectors, project managers, architects and engineers to establish corrections for problems and compliance with building and safety standards; reviews and approves playground equipment purchases and installations.

3.    Assists in development, supervision and application of sound plans and practices for the administration of a comprehensive and effective safety program.

4.    Investigates accidents when they occur in accordance with assignments made.

5.    Assists in teaching or arranging of instructions in proper usage of equipment to avoid accidents.   May assist in supervising employees temporarily assigned to safety program.

6.    Perform other duties as assigned.

 

 

Qualifications

 

Open Requirements:  Three (3) years of responsible experience in occupational safety and loss prevention activities which included making inspections for safety hazards and violations and/or investigating employee accidents; OR, a Bachelor's Degree in Safety Technology or related field with one (1) year of experience as described above; OR, two (2) years of experience as described above and completion of five (5) of the following courses at the college level or given by professional associations:  Safety and Health Standards; Safety Program Management; Elements of Industrial Hygiene; Principles of Risk Management and Insurance; Loss Prevention Control; Commercial Liability Risk Management and Insurance; Fixed Extinguishing Systems; Hazardous Materials Chemistry; Fundamentals of Occupational Safety; Accident Investigation; Worker's Compensation.  May be required to furnish an automobile in good condition for use on school business for which mileage compensation will be paid.

Licensing/Certification/Registration:  Must become a certified Fire Safety Inspector, and a Sanitation and Casualty Safety Inspector (SCSI), and a certified National Playground Safety Inspector (NPSI), within one (1) year of appointment and must maintain certifications during employment in this class.  A valid Florida Driver's license is required prior to appointment and must be maintained during employment in this class.  

 

Knowledge, Skills, and Abilities (KSAs) 

  • Working knowledge of the characteristics of major occupational groups
  • Working knowledge of other agencies, i.e., Department of Labor, Safety Section and Northeast Florida Safety Council
  • Good knowledge of the principles of governmental organization and procedures
  • Knowledge of the laws, rules and procedures of the Florida Worker's Compensation Office
  • Strong oral, written, and interpersonal skills
  • Strong word processing, spreadsheet, database, and presentation software skills
  • Strong mathematical skills in addition, subtraction, multiplication, and division
  • Ability to conduct effective personal interviews
  • Ability to prepare and maintain technical records and reports
  • Ability to present ideas and recommendations effectively
  • Ability to understand and visualize accident hazards
  • Ability to deal effectively with individuals and groups in the promotion of safety programs
  • Ability to use effectively the tools, methods, techniques and practices employed in developing, establishing and directing a safety program
