Job Summary

 

Leads and manages a comprehensive regulatory program of Building Code enforcement and administration.  Plans, organizes, staffs, directs, and coordinates the operations and activities of the Code Enforcement Department by administration of State Building and Fire Codes, pertinent State and Educational Statutes, and District processes.

Reviews or supervises and approves construction plans for all District Facilities, Maintenance, and Information Technology projects and other District projects requiring permitting.  Provides direct regulatory administration and supervision of enforcement personnel, inspection of building construction, erection, repair, addition, remodeling, demolition, and alteration projects that require permitting indicating compliance with building, plumbing, mechanical, electrical, gas, fire prevention, energy, accessibility, and other construction codes as required by state and applicable federal laws and the Florida Department of Education.

Performs all required Fire Official functions for DCPS and coordinates with Jacksonville Fire and Rescue Department on additional fire safety functionality required.

 

Essential Functions

 

1. Manages code enforcement services operations; recruits, selects, orients, trains, coaches, counsels, and disciplines staff.  Plans, monitors, evaluates, and reviews staff job contributions to include completion of annual evaluation reports.

2. Reviews permit applications for compliance with codes, state licensing requirements, district procedures, and plan review, as applicable.  Conducts or supervises preliminary inspections for permit applications, if necessary.  Upon review and approval of permit applications and as authorized by state statute, issues permits for construction to proceed.

3. Supervises inspections of construction, alteration, repair, remodeling, or demolition of structures and the installation of building systems, when permitting is required, to ensure compliance with building codes as required by state law and the Florida Department of Education.  Upon project completion and inspection as code compliant, issues Certificates of Occupancy as authorized by state statute.

4. Develops departmental operations, directly or indirectly through subordinates; provides for the execution of all departmental rules, regulations, policies, training, and procedures.

5. Maintains documentation and files for permitted projects and in accordance with public records statutes.

6. Serves as Fire Official (single point of contact) for fire and life safety issues on Duval County School Board properties pursuant to Florida Statutes, 1013.371(2).  Ensures all overall site plans for proposed construction shall be presented to JFRD Fire Prevention Division, Office of Plans Review, for review pursuant to Florida Statutes 1013.38(1)(b).  Reviews and approves all construction documents, including fire protection shop drawings, pursuant to Florida Statutes, 1013.38(2)(b).

7. Responds to inquiries regarding plan review, permitting and inspection policies in person, on the phone, and through written correspondence with contractors, architects, engineers, other district staff, and the general public.

8. Provides guidance related to building code enforcement, permitting and inspection to school administrators, parent groups, and others as needed.

9. Performs other duties as assigned.

 

Qualifications

 

Education: Bachelor’s degree in Engineering, Architecture, Building Construction or related field from an accredited college or university preferred.

 

Experience: Ten (10) or more years of professional experience in Building Construction, Engineering, Architecture or Code Enforcement required.  Five (5) or more years in direct administration or supervision of code enforcement, plan review, or inspection of construction projects preferred.  Experience in construction principles and practices and administering the State Requirements for Educational Facilities (SREF) for public educational facilities preferred.

 

Certifications & Licenses:  Current State of Florida Building Code Administrator’s (Building Official), plans examiner, and building inspector licenses required.  Current Fire Safety Inspector Certificate of Compliance issued by the Florida Division of State Fire Marshal preferred.  Professional Engineer, Registered Architect or General Contractor license in the State of Florida preferred.
