Please note: All district administrator positions for Duval County Public Schools are hired based on school board approval. The start date for district administrator positions will occur after board approval which occurs once a month.

 

Job Summary

 

Implements capital outlay projects and major maintenance projects.  Serves as liaison between operations and other District offices and schools on facilities design and construction issues.  As Design Manager for Capital Projects, develops project scopes and manages design efforts and construction contract acquisition process.

 

Essential Functions


1. Acts as owner’s representative in administering projects. Serves as contract manager for Architectural, Engineering, and Construction services on facilities and infrastructure projects. Leads and maintains communications with district and external contacts. Provides reports on project status and responds to emails and other correspondence.
2. Reviews project construction documents and coordinates efforts between other District offices, school administrators, and maintenance personnel during design, bidding, and construction phases of projects.
3. Manages project design and construction process through planning, professional services and contractor selection process, contract negotiations, building design code reviews, and construction contract agreements. .
4. Serves as contract compliance officer and ensures contract compliance for assigned projects throughout life of contracts.
5. Maintains documentation and files on modifications to project records, budgets, and contracts.
6. Develops project scopes in conjunction with other District offices, school administrators, and maintenance personnel.
7. Develops and manages project cost estimates, budgets and associated documentation. Monitors expenditures and adjusts budgets to ensure compliance with funding requirements.
8. Provides design oversight to insure adherence to District Construction Building Standards and District Professional Services Design Guidelines.
9. Assists in coordinating Design Guideline changes with other Departments.
10. Provides guidance and assists school administrators and parent groups on school based projects.
11. Performs other duties as assigned.

 

Qualifications

 

Education: Bachelor’s degree from an accredited college or university, preferred.  Degree in Architecture, Engineering, Architectural Engineering, Building Construction, or related field preferred.

 

Experience: Five (5) years experience in project management or similar position for a school district, university, community college, or governmental agency; or five (5) years of experience in the office of a professional architect, engineer, or general contractor with experience in design and construction of educational facilities (K-12).

 

Certifications & Licenses: EIT, PE, or RA preferred. PMP preferred.
