Job Summary

 

Oversees design and construction projects and manages environmental related recurring or remedial project issues.  Develops environmental compliance recommendations regarding strategic preventative reinvestments and plans for the future of existing and new facilities. 

 

Essential Functions

 

1. Acts as owner’s representative in administering projects. Serves as contract manager for Architectural, Engineering, and Construction Services on facilities and infrastructure projects. Manages project design and construction process through planning, professional services and contractor selection process, contract negotiations, building design code reviews, and construction contract agreements.
2. Develops district environmental standards and specifications in support of District facilities and operations. Develops and updates environmental programs to ensure compliance in schools and district facilities.
3. Forecasts, develops, and budgets costs for strategic capital investment and capital renewal plans for facilities/environmental program. Monitors facilities project budgets.
4. Leads, directs, and manages project operations; recruits, selects, orients, trains, coaches, counsels, and disciplines staff. Plans, monitors, appraises, and reviews staff job contributions to planning, development, delivery, follow-up, and evaluation of project operations.
5. Acts as owner’s representative in administering projects. Serves as contract manager for Consultant/Contractor services on infrastructure projects.
6. Leads and maintains communications with District and external contacts. Develops and maintains environmental compliance issues management systems. Provides reports on project status and responds to emails and other correspondence.
7. Serves as the Local Education Authority (LEA) Designee, under the EPA Asbestos Hazard Emergency Response Act (AHERA). Manages asbestos compliance, environmental site assessments, storage tank management, lead and radon testing, hazardous waste disposal, Industrial Hygiene/Indoor Environmental Quality (IEQ), mold remediation and other environmental services for District facilities.
8. Supports Facilities Design and Construction and Maintenance Divisions with design input and construction project abatement management services. Manages portable classroom planning, programming, and implementation.
9. Coordinates with regulatory agencies regarding District environmental issues to maintain regulatory compliance at local, state and federal levels. Monitors legislation relating to environmental programs, updates District processes to comply.
10. Performs other duties as assigned.

 

Qualifications

 

Education:  Bachelor’s Degree from an accredited college or university required.  Preferred degrees include: Environmental Engineering, Engineering, Construction Management, Architecture, Physical Science, Biological Science, or a related field.

 

Experience:  Ten (10) years experience with progressively increasing responsibility for overall project management required. Preferred experience shall directly or indirectly involve management of environmental type regulatory issues for asbestos, indoor environmental quality, hazardous materials, water/wastewater, energy, OSHA, and the Florida Building Code.

 

Certifications & Licenses:  EPA certifications as Asbestos Contractor Supervisor, Inspector and Management Planner. OSHA certification in Hazardous Waste Operations (OSHA 40 Hr. HAZWOPER) preferred.
